ABSTRACT

Decision is the prerogative solely of individual personal consciousness and human will. Intensity of human activity varies with the type of land use. The greater the degree of intensity the more exacting will be the tasks of positive planning, and in the interests of efficiency the smaller should be the size of the proprietary land unit whose abstract attributes are geared to the pursuits of human activity at that intensity. This relationship between the powers of positive planning over land and land resources, the intensity of human activity and the size of the physical domain is universal throughout all civilized communities and can be stated axiomatically as a law to proprietary magnitudes. Universal provisions within the framework of law which affect the structure and character of proprietary land units and the use of land resources in the units, can, in the general case, be classified as a step in systematic analysis.
