ABSTRACT

This chapter performs Qualitative Comparative Analysis (QCA) on fifty-four fighter ground attack (FGA) transfers from 1992 to 2021 inclusive. After briefly explaining what QCA is, when it is best to use it and how it works, this chapter specifies and justifies the unit of analysis and the timeframe, while also describing the source materials and the process of data collection. It subsequently describes the dataset and set-calibration, first by explaining the rationale behind it and then by assigning membership scores to the cases. The QCA findings are consistent with the theoretical model proposed in this book. In particular, the analysis reveals that two combinations of conditions are sufficient for high-end offsets but also suggests that the technological and industrial capabilities of the buyers are a more important driver than either the scale of procurement or the nature of the tender.
