ABSTRACT

In order to appreciate the role of the Civil Service in government, it is necessary to go over familiar ground concerning the basic constitutional structure of a State. The Civil Service is part of the machinery of the Executive branch of government and exists to put into effect government policies. The effectiveness of the government, therefore, depends on the efficiency of the Civil Service and its ability to respond in practical terms to its policy decisions. The critical examination of the machinery through which the government gets its work done is a healthy and normal feature of a democratic community. The Civil Servant in the more senior posts of responsibility, however, has an important role in policy formulation. The Civil Service holds the key to the effectiveness of the government and its ability to manage efficiently the affairs of the state.
