ABSTRACT

Staff development policy for the service is essentially one of making the best use of available trained manpower and, where there is a shortage of suitable manpower, of instituting a programme of training on as comprehensive a basis as necessary to provide the skills, knowledges and experience required for the public service. The competing demands of other priority programmes and the private sector also have their impact on staff development for the public service. Schemes of service are also a valuable aid to recruitment since prospective candidates are enabled to see clearly what the career prospects are in any given branch of government. Training for the Civil Service takes different forms. In the first place training can lead to formal educational or professional/ technical qualifications. A second form of training is post-qualification or post-entry training. Persons recruited from the general educational system have to be prepared for the effective performance of the duties of the posts which they have entered.
