ABSTRACT

Africanization is essentially a staffing policy of the short-term. Although politics is the main emotional impetus behind the application of an accelerated Africanization programme, the more important and, to many, the real justification for Africanization is based on reasons of economy. The first essential step in each situation is to formulate an operational policy, that is, to translate the Africanization policy of the Government into a plan of operations. In the ultimate, the real justification for Africanization is the natural and understandable desire of every people to be able to manage its own internal affairs. The Directorate of Recruitment and Training should be responsible to the Government for the maintenance of the impetus of Africanization in all departments in accordance with the policy laid down and also for all the steps to be taken in all departments to this end working in close collaboration with all Heads of Departments.
