ABSTRACT

Pakistan’s experience with the process of Industrialisation provides an excellent area for analysis. At independence in 1947, the country hardly had any industrial capacity. Industrial Policy objectives place a premium on industrialisation. An important consideration with government policy of the day is to simplify government procedures. These procedures have developed over the last three decades in an effort to control and regulate industrialisation. In other words as a response to some aspect of industrialisation which was unacceptable to the policy makers. It would be impossible to recall the basis for creating such regulatory actions. In fact, despite liberalisation, barriers to entry are almost insurmountable. It seems virtually impossible to counter the methodology of those already in an industry and enjoying unfettered and unlimited profits.
