ABSTRACT

Studies indicated the instrumentalization of Russian energy resources for the foreign policy objectives. Unlike similar studies on the Russian energy conflicts that mostly concentrated on the ruling period of President Putin after 2000, Russia's Energy Conflicts and Supply Interruptions Dataset (RECSID) covers the pre-Putin period between 1990 and 1999, as well. RECSID offers a shred of rich evidence on the timing factor in the Russian foreign energy conflicts. RECSID identified 74 cases of the reduction of natural gas deliveries which was equal to 14% of the total energy conflicts in Russia from 1990 to 2021. The correlation ratio between the number of Russia's foreign energy conflicts and supply interruptions and oil prices is equal to 0.53 from 1990 to 2019 and 0.8 from 1990 to 2006. RECSID revealed that the correlation ratio between the total natural resources rents and the number of Russia's foreign energy conflicts and supply interruptions was equal to 0.55 from 1990 to 2019.
