ABSTRACT

This chapter is organized into four large sections. The first discusses President Bush's discourse. It argues that it is important to provide an alternative and rather a critical view and to revisit the post-9/11 U.S. discourse to understand and explain the War on Terror (WoT) in Afghanistan and its liberalization, building its security and democracy. The second section of the chapter discusses U.S. discourse and practice vis-à-vis Afghan security and liberalization during Obama's presidency, revealing how he constructed and strengthened the WoT discourse and the way(s) in which he advanced state-building. Reading the texts of policies and Obama's speeches shows that his administration did not have a clear path leading to a stable, peaceful, and democratic Afghanistan, despite deploying thousands of more troops. The third section of the chapter deals with President Donald Trump's discourse, arguing that his sole objective was to withdraw troops from Afghanistan without looking back. The final section describes Biden's strategy for ending the American-led international occupation of the country.
