ABSTRACT

This chapter deals with development processes that are initiated by local authorities or other democratically accountable agencies. It is true that the amount of new housing promoted by municipalities has dropped almost to zero as a result of the policies of the 1980s. Housing history following the end of the Second World War in 1945 was in some ways similar to that following 1918. One set of builders has been the Direct Labour Organisations (or DLOs) – the building departments of the promoting local authorities. Tenants are involved in decision-making by means of regular meetings and are kept informed by a newsletter and ‘surgeries’ on the site. The overall effect of the scheme will be to increase the number of housing units from 324 to 373 and to achieve a better mix both of unit size and of tenures. Security will be much improved and the general appearance will be softened by planting trees and shrubs.
