All telephone and fax numbers are given in their international form. As countries use different international codes the convention is to place V in front of the number to signify that you add the appropriate code (e.g. within the UK you would dial 00 for an international number, so to obtain the US number +1 202 333 3499 you would actually dial 00 1 202 333 3499.) The first group of numbers after the V is the country code (1 is for North America). The next group is the town or region code, where one exists (202 is for Washington).
