ABSTRACT

The framework for evaluation at the end of the previous Chapter poses questions concerning the institutional arrangements for water planning. Many aspects of these questions cannot be considered fully until we examine the different functional areas of water planning (Ch. 3-6). However, those aspects concerning the structure and financing of the water planning process, the integration of this process with other areas of public planning and the structure’s appropriateness for the resource being planned can be separated for initial discussion in this Chapter. The separation allows us to analyse the division of responsibility between organisations, some of which have many functions, the conflicts these divisions create and the degree of public involvement in decision making. Also we can begin to evaluate the structure of the whole water planning system before examining its performance in the separate water planning areas against the full range of evaluative questions developed from the conceptual framework in Chapter 1.
