ABSTRACT
Waste water treatment and disposal, and the control of pollution, dominate the expenditure of the British water industry, with annual revenue and capital budgets exceeding £750millions (1978). This high priority is because pollution forecloses options on most uses of water and can constitute a serious threat to public health.
