ABSTRACT

Chapter 3 analyses how the link between poverty and social safety nets is at the heart of efforts to address economic inequality and support vulnerable populations. Poverty often serves as the primary trigger for the establishment of social safety nets, as these programmes aim to alleviate the hardships faced by individuals and families living in poverty. Social safety nets are a critical lifeline for providing financial assistance, health care, education, and other essential services to those in need. By directly targeting poverty, these programmes seek to break the cycle of intergenerational poverty and create opportunities for upward mobility. However, it is important to continually evaluate and improve social safety nets to ensure that they reach the most marginalized populations and address the root causes of poverty rather than providing temporary relief.
