ABSTRACT
How can citizen groups become potent actors sitting at the decision and negotiating table with government officials to ensure that their interests are heard and acted upon? Civil society’s inclusion in state decision-making and in international negotiation efforts is becoming more of a common occurrence. This chapter focuses on the sources of legitimacy and power of these new actors and how they are changing the organization, structure, process, and outcomes of local decision-making and international negotiation.
