ABSTRACT

In this chapter, we introduce a structured approach to discovering the most impactful analytical and engineering project opportunities: The OUtCoMES Cycle. The structured process leverages both the documentation and repeated scrutiny of alternative Objectives (measurable managerial and analytical goals), as well as alternative means of their pursuit. Such consideration occurs with a keen eye on the likelihood of achieving practical evidence-based results. Most critically, however, at all stages we reinforce the value of permitting rationalized shifts in project focus, to maximize the potential for fit between problems tackled, solutions developed, and the needs of end users. In short, the structure promoted by The OUtCoMES Cycle provides the scaffolding on which alternatives are posed, and through which knowledge sharing and continuous improvement through the reconsideration of those (and new) alternatives is made possible.
