ABSTRACT

In this chapter, we transition from the descriptive current-state and conceptual aspects of The OUtCoMES Cycle into the development of systematic models for depicting the interplay among critical Utilities, Connections, and targeted Objectives. In doing so we position the opportunities for statistical and computational analysis of evidence towards Predictive and Prescriptive insights, as well as the importance of the practical scrutinization of explicitly constructed or implied solutions. We emphasize the importance of balance in time invested in model development and estimation towards that end, and further discuss the role of documentation. We also reflect holistically on the value of structure and process, documentation, and yield facilitated by The OUtCoMES Cycle.
