ABSTRACT
This chapter first reviews the evolution of grassroots employment policies from the central to the local government and summarises their characteristics. Next, it analyses proportions, trends and group differences in college graduates' grassroots employment under this policy backdrop and investigates the differences in graduates' employment behaviours under different policies on grassroots employment.
