ABSTRACT

Established as a tool for smart governance, the National Digital Twin (NDT) aims to provide quality information and a harmonised, collaborative digital environment that will facilitate and enhance informed decision-making and planning processes. Proactive coordination and continuous engagement is a key step to seek alignment amongst all relevant stakeholders who wish to be part of the NDT. Socio-technological changes are inevitable to ensure the success of an NDT Implementation Plan. An Information Management Framework was deemed important as a reference to outline the appropriate standards and protocols that will facilitate data collection and data exchange, as well as data interoperability and integration at a national level. The concept of a Theory of Change is well established in international development for project and impact planning, emerging as a need for stakeholders to execute initiatives in the context of an increasingly complex society.
