ABSTRACT

The Minister of Petroleum Affairs, Ess. Fuad al Kabbazi, was normally resident at Beida, while the whole of the Ministry staff was at Tripoli. In the early summer the Minister appeared to devote himself entirely to making arrangements for the awarding of new concessions, for which bids were invited by published notice on 14 May 1965. The Council of Ministers, meeting at Beida on 15 September 1965, under the chairmanship of the Prime Minister, Dr Hussein Mazegh, decided to set up a Committee to examine the problems created by the existing Petroleum Law and its interpretation by the independents resulting in a reduction of petroleum revenue below expectations and the intentions of the Law. The Committee, having accomplished the drafting of the text of a proposed Amendment to implement the formula, distributed it to all companies, and proceeded to consult with each producing company on its acceptability.
