ABSTRACT

The Venezuelan people has decided to make history by giving reality to its unanimous desire for sovereign control over its natural wealth. The inevitable quite salutary disagreements have sprung from different ideas about the way to reach the overall goal of nationalization. The law which we have just promulgated contains no statements or ideas which contradict or might be turned against our nationalist principles or the underlying interests of this country and its people. Venezuelan nationalism has expressed itself openly and without aggressiveness, and has sought international cooperation, understanding and friendship between all countries. Oil is now a world political and economic problem which involves Venezuela in an ever more complex foreign policy. Oil is the weapon used by the Third World countries which belong to OPEC to force the industrialized countries into a new kind of dialogue which might make it possible to set up a new economic world order.
