ABSTRACT
Programs and services are the means through which a college or university—and each of its constituent departments—gives life to its aspirations, values, and goals. Academic and professional programs and services are central to the work of higher education, and other administrative, student affairs, and service departments make indispensable contributions as well. Whether one focuses on human resources, facilities, alumni affairs, budgeting, computing services, student affairs, athletics, or any of the other administrative or support offices in a college or university, each fulfills a number of vital purposes. Through these offerings, faculty and staff expertise and other institutional resources are made available to students and other beneficiary and constituency groups within and outside the university.
