ABSTRACT

Lemkin decided to exert pressure in a different way, namely, by turning directly to the American public and by popularizing the knowledge of the character of the German occupation. A tool of pressure was the publication of Axis Rule in Occupied Europe. In the crucial Chapter 9, Lemkin revisited his 1933 concept, introducing a new term of “crime of genocide” and describing the methods of its perpetration. Lemkin’s goal was to establish a general model of crime. In the context of World War II, Lemkin was interested in equal measure in the plight of all the people of occupied Europe, be it Jews, Poles or other groups facing extermination.
