ABSTRACT
Chapter 1 lays out the purpose of the book against the context of shifting global ideas on what urban planning is and what it can do. This chapter lays out the conundrum, of the need for planning in Indian cities, and at the same time, irrelevance of planning in practice. Finally, this chapter lays out the broad critique of urban plans in India as a backdrop to the specific analysis undertaken in other chapters.
