ABSTRACT

International cooperation in aerospace R&D is widespread, particularly in the most theoretical stages of basic research and applied research. This chapter discusses the nature of R&D and surveys the types of organizations involved. It explores recent studies that map international sharing of technical research publications and international interactions among research institutions. It also discusses recent concealed payments by China to Western academics to obtain technology in apparent violation of national export laws. Also examined are progressive efforts by the European Union to formally organize and promote collaborative aerospace R&D among member nations. Principal subjects are:

conceptualizing progressive levels of R&D

structural forms of international cooperative R&D activity

joint research programs

information exchange programs

personnel exchanges

shared facilities

types of aerospace R&D organizations

company research facilities

government laboratories and research facilities

government-funded R&D centers operated by the private sector

independent university research facilities

independent laboratories and research institutes

international cooperation in aerospace research: current and past practices, evolving institutional structures

international collaboration networks with document frequency

collaboration networks among institutions

recent initiatives by China to illegally fund technical research in the US and EU

product development

collaborative research initiatives in civil aerospace promoted by the European Union

collaborative European military aerospace research initiatives outside the EU structure
