ABSTRACT

The part of the aerospace industry most heavily involved in international cooperation is the maintenance, repair, and overhaul (MRO) segment. MRO has the largest number of firms, employs hundreds of thousands of workers, and is the most geographically dispersed segment. Despite its economic importance, the segment is rarely comprehensively studied. Elements of this chapter are:

structure and regulatory oversight of the international civil maintenance, repair, and overhaul sector

certification of repair stations by international airworthiness authorities

types of structural arrangements for cooperative MROs

licensing agreements

joint ventures

joint equity

international non-profit arrangements by civil airlines for pooling of spares and maintenance resources

alternative approaches to international cooperative military aircraft maintenance and spares pooling
