Though the main recommendations of the report were pigeon-holed, the circuits had to give an undertaking not to acquire more cinemas, and more screen time was promised to the independent producer. Had this report appeared in 1941 it is unlikely that Warner Bros, would have been allowed to acquire a large share in the Associated British Picture Corporation in that year, for the report ruled specifically against any action which might compromise the corporation's independence. It was twenty-one years before a further inquiry was to appear in the Monopolies Commission's report, thus allowing a decent interval for further procrastination. Nevertheless, the committee finally sat on the fence and concluded that it would be better to delay action until the Film Finance Corporation has been at work for some time and the effect of its work upon the output of films can be estimated.
