ABSTRACT

A Commission of Inquiry was appointed to investigate the causes of the disturbances and submitted its report in February, 1950. The Governor was determined that the report of the committee should be acted upon with vigour and when it was submitted in April, 1953, it was immediately evident that the Governor's own determination had been reflected in the work and recommendations of the committee. One of the main objects of Wallis's recommendations was to suggest the way in which European district officers, specialist officers and African chiefs, all agents of the central government, could adjust their responsibilities to fit into the system of local authorities which it was hoped to introduce. Local government in Buganda should be organized at the Saza level, Wallis considered, and if responsibility was to be delegated to the Saza Councils it should devolve upon them from the Buganda Government and not directly from the Protectorate Government.
