ABSTRACT
In the previous chapter, the possibility was examined of limiting various kinds of conventional weapon systems with the object of reducing the risk of conflict, and the danger of disproportionate or escalatory actions if conflict did occur. The prognosis for such limitation was negative. In this chapter a somewhat different line will be pursued: given similar objectives, what are the prospects for the limitation of the overall make-up of conventional naval forces?
