ABSTRACT
The term confidence-building measures became current in the mid-1970s in the context both of the Helsinki Conference on Security and Co-operation in Europe 1 and of the Mutual and Balanced Force Reduction talks in Vienna. In the first case the measures were largely free-standing, but in the second they were viewed as collateral measures linked to structural arms control. 2
