Some of my more disarming colleagues will no doubt say that this book ought to be called No Arms Control at Sea. Conversely, naval friends may well tell me the dogs ought to have been left to sleep. Well, you can’t please everyone; and, in arms control, if you please anyone there is probably something wrong.
