ABSTRACT
Anns control is a wordy subject, disarmament sometimes even more so. The library shelves for books on the subject are long, yet still they groan as books are added to them. It is not surprising that amid all this wordage there is a great deal of idealism, exhortation, and rhetoric; equally unsurprising is the reaction of many that the whole thing is either cynical manipulation or plain cant.
