ABSTRACT

With a population of over 394,000, Arlington is the largest case of this study. Home of baseball’s Texas Rangers and a major city in the Dallas metropolitan area, the city has used nonpartisan district elections and a council-manager government since the mid-20th century. Arlington also has one of the highest poverty rates of this study at 14.2%, though its median household income is $63,351, a comparable median income to cities such as Marietta, West Seneca, and even Palmer, Alaska. The median value of homes in Arlington is just above $188,000, though its percentage of owner occupancy is on the lower end at 55.7%. As the largest city of this study, Arlington is also the most diverse, with a white population of 56.1% and the rest of the city being comprised mostly of black and Hispanic residents.
