ABSTRACT

Farragut is a small suburb almost 18 miles southwest of Knoxville with a population of 23,506, predominantly white with a small Asian community. One of the wealthier suburbs in the area, Farragut’s median household income is just over $109,000. Its median home value is $370,900, with an owner occupancy on the higher end of almost 87%. Farragut is also the youngest municipality of this study, as the town was annexed from Knoxville in 1979 and incorporated as its own in 1980. From its first day, Farragut experienced long-term officeholders onward and, by 2009, had only experienced two mayors. One of the more rural suburbs of this study, term limits in Farragut are not a story of a ballot referendum, but of a strong campaign and state constitutional amendment.
