ABSTRACT

The home of Cornhusker football and founded during western expansion, Lincoln is the state capital of Nebraska and the third most populated city in the state with a population of just over 291,000. Its median household income is $60,063, and its median home value is $180,400. Interestingly, for such low housing costs, its owner occupancy is quite low at only 56.2%. The city is mostly white (84%) with small Asian (4.6%), Hispanic (7.8%), and black (4.3%) communities. Lincoln utilizes a strong mayor-council format, nonpartisan elections, and a combination of district and at-large representatives on the city council. Term limits in Nebraska began at the state level, when, in 2000, voters approved term limits on the state legislature to go into effect in 2006 (Schulte, 2016).
