ABSTRACT

Just north of Tinley Park lies the Village of Alsip, IL, a municipality with about one-third the population of Tinley and lower median household incomes and property values. Alsip, however, compared with Tinley, has higher black and Hispanic populations, but population growth has not grown as quickly as Orland Park, Tinley Park, and Naperville. Alsip is thus a revealing comparison case to the Chicago cases of this book. It is smaller, poorer, and more diverse and has not experienced the rates of growth and development that Tinley and Naperville have. Despite all of these differences, term limits have made their way to the Village of Alsip.
