Home of the Packers and legendary winters, Green Bay is the third largest city in Wisconsin with a population of 107,395, also making it by far the smallest city to host an NFL franchise. Almost 75% white, the city has a sizable Hispanic population (16.4%). Median household income in Green Bay is well below the national median at $52,214, and the median home value is $142,000, with a low owner-occupancy rate of 56.2%. The city council of Green Bay is elected by district through nonpartisan elections, and the city has a strong mayor form of government. And while notions of gridiron football generally come to mind when one hears Green Bay, Green Bay provides dynamics of civility in the politics of term limits that are a stark contrast to several previous cases.
