ABSTRACT

This chapter will offer insight into how, when, and why voters accept or reject term limits for their officials. The case studies offer critical insight into the success or popularity of term limits in several ways. For example, in instances where retroactive term limits are proposed, well-funded and organized opposition campaigns are present. As opposed to instances of prospective term limits, where the public may see the effort as less personal and fairer to incumbents on the city council. In other instances, the method of proposal also plays a factor, that is, through voter-driven initiative or a simple council proposal. The reader will find that instances of prospective term limits put on the ballot by an initiative often see the highest levels of support and success.
