ABSTRACT
This chapter will describe what scholarship has determined about term limits, notably a summary of what research has shown about the effects of term limits. I will then argue for the benefits of studying the causes of term limits, and how term limits are a direct manifestation of older values rooted in the American traditions of municipal reform and what I define as the reform impulse.
