ABSTRACT

Roswell, GA, is a wealthy suburb in the northern Atlanta area. Utilizing a mayor-council format of government, council members are elected in nonpartisan, at-large elections. Almost 73% white, the city is part of a suburban area of Atlanta that prides itself on high-scoring school systems and larger single-family homes just outside of a major city. Roswell is one of the wealthier municipalities of this study, with a median household income of $105,913 and median home value of almost $386,000. 1 With the explosion of the Atlanta suburbs, the city has almost doubled in population since 1990. In recent years, the city has continued to grow, overseeing the funding of several commercial mixed-use projects, and it has enjoyed such high popularity that the Chamber of Commerce Magazine ranked Roswell as the best place to live in Georgia in 2019 (Sturgeon, 2019). In the world of term limits stories, perhaps the city of Roswell would make for the best plot to a television series. The drive for term limits in Roswell encapsulated a 20-year saga, rife with long-term incumbents, perceived betrayals, slights, a contentious lawsuit, and a season finale with an antagonistic state primary.
