ABSTRACT

The story of term limits in the Village of Tinley Park begins with the election of Mayor Ed Zabrocki in 1981. When Zabrocki was elected, Tinley Park had already been growing as a suburban destination into the southwest suburbs of Chicago, but Zabrocki oversaw a 35-year tenure in the office of mayor that included a population explosion in Tinley, more than doubling population by 2010. During Zabrocki’s tenure, the village oversaw a growth in office and industrial parks along Interstate Highway 80, a renovation and development of its downtown, and revitalization plans of its historic districts. It built a music theater, convention center, and numerous hotels to accommodate industry and entertainment events. They even built two new train stations to accommodate the Metra line, a train system that covers large portions of the Chicago metropolitan area (Trebe, 2003).
