ABSTRACT

With the rising strategic relevance of cyberspace, particularly in the economic, technology, and military spheres, states are developing strategies to gain and demonstrate their superiority in this domain. The advent of cyber as a priority compels states to create new institutions and structures to effectively govern cyber affairs and defend their interests in cyberspace. Cyber power – the ability to exert power and influence decisions and outcomes in and through the cyber domain – stems from the growing sense of contestation and competition among states in cyberspace. None of the states is oblivious to this unfolding reality in the conduct of its statecraft and international relations. States understand the growing importance of cyberspace to their prosperity and security, and are conscientious of the vast possibilities of cooperation, competition, and confrontation in cyberspace.
