ABSTRACT

The chapter first explains the concept of cyber power reviewing the existing conceptual frameworks, global perspectives, scholarly literature on cyber power, and looks at the prevalent views on classification of cyber power and its assessment. The chapter introduces a model for cyber power based on the various attributes, resources, or constituents of cyber power to elucidate how cyber power builds up from a wide range of measures and strategy and policy decisions across different state functions. The chapter then builds a framework based on key speeches and statements of political leaders to interpret China's conceptualisation of cyber power.
