ABSTRACT

The third chapter presents a historical account of the evolution and consolidation of China's informatisation effort, discusses the priorities, and sheds light on the institutional changes brought in by the leadership since taking over the reins of the government a decade ago against the backdrop of the unprecedented leadership supervision of cyber affairs. Subsequently, the chapter illuminates China's conceptualisation of cyber power and investigates the developments pertaining to national cyberspace strategy, legal frameworks, controls and censorship, and China's advocacy for sovereignty in cyberspace. Towards the end, the chapter brings in international perspectives of China's cyber power.
