ABSTRACT

THOUGH evolution seems infinitely slow, though nothing happens in it without due cause, there are occasions when its. effects take shape with apparently explosive quickness. The flash of lightning, the avalanche, the tidal wave, all have their gradual growth, which may be observed and studied: the volcano gives warning of the change of form which its imprisoned energy is about to make: the frozen river lifts and cracks the ice which binds it. Human activities too exhibit the same phenomena: from time to time we feel that something is about to happen (something—that is—striking enough to be appreciated by our limited senses, for in reality everything is happening always). It would seem as though such a time had come, and that the children of to-day would see during their lifetime a new form of government evolved, the internationalisation of group A for the world-control of B.
