ABSTRACT

Both the traditional and the new maritime zones must be defined by boundaries or other limits if States are to exercise effectively their various types of maritime jurisdiction and if mariners and aviators are to know when they are subject to these jurisdictions. Accordingly, the definition of maritime boundaries has become much more important than it was historically, but such definition is more difficult than it is on land. Part of the difficulty arises from the fact that, unlike boundaries between States on land, maritime boundaries limit different kinds of jurisdiction that often overlap. Secondly there are few generally accepted and generally applicable principles for the drawing of limits in the sea.
