ABSTRACT
There are at present some 30 land-locked States in the world (depending on one's definition of “State”), half of which are listed by the United Nations as “least developed,” the poorest of the poor, while all but the nine in Europe are poor in varying degrees. This poverty is no accident, for a country without a seacoast is severely handicapped.
