ABSTRACT

This chapter offers an overview of the multi-dimensional challenge of subnational water management, especially as policy relates to drought mitigating and planning. Here, we highlight the concurrent challenges of managing drought policy within a federal system of government with a myriad of stakeholders as well as in a context of multiple environmental threats including global climate change. Additionally, this chapter introduces the concept of “policy innovation” (and additional terms related to water/drought planning) and articulates why studying drought policy at the state level matters.
