ABSTRACT

Chapter 2 serves as a review of the pertinent literature that examines policy innovation with an emphasis on work first published by Steelman (2010). We then offer the reader an adapted version of Steelman’s (2010) work, which subsequently serves as our guiding framework through which we examine state-level drought policy innovation (or lack thereof)—and what may explain divergent policy innovations. The framework allows direct comparison of a set of variables of interest across the three case states and allows us to draw conclusions about both the state of policy in the cases and the utility of Steelman’s original framework.
