ABSTRACT

Chapter 3 introduces the reader to Texas’s water politics, and specifically its drought mitigation strategies, both historical and more contemporary. The chapter underscores the importance of historical events/decisions vis-à-vis drought management as well as highlighting some of the state’s more recent (and effective) water planning efforts, especially in designing plans that encourage stakeholders to engage with the plan and underlying data often. Additionally, the Texas case implores the reader to consider both ground and surface water—and the related challenges of each.
