ABSTRACT
Chapter 4 familiarizes the reader to California’s water politics and specifically its drought mitigation strategies—both historical and more contemporary. The chapter elucidates the importance of considering the geographical distribution of water resources, the “political theater” that can surround water issues (and the growing role of litigation in water disputes), and challenges with crafting legislation designed to shift water even within one state.
